Abstract
A large public lecture delivered by the Ambassador of the Republic of Rwanda in Russia Dr. Janne d’Ark Mujawamaria was dedicated to Rwandan genocide, the genocide ideology, the role of Media and international community response. The special consideration was given to the reconciliation process and measures elaborated in Rwanda in order to restore peace and law, economy, constitutional development and culture.In this special report «Launch of Kwibuka-20» the Ambassador Dr. Janne d’Ark Mujawamaria emphasized the role of Belgian rule and ID cards (1933-1934) which assigned an ethnic identity to each individual. Each person was classified as belonging to the Hutu, the Tutsi or the Twa. Belgians made the discrimination between the two groups. The genocide ideology concerns the “Hutu Manifesto” published in 1957 by a group of nine Hutu intellectuals. It criticized the Tutsi dominance and described them as invaders.The author also underlined the international failure in assessment of the 1994 Rwandan genocide. It was not prevented or even officially recognized by other countries or international organizations. They simply took it as civil war rather than the genocide.
