Abstract
The article is written on the basis of a generalization of the research of the Siberian Energy Institute of the Siberian Branch of the USSR Academy of Sciences (SEI) in the field of theory and methods of optimization of complex developing systems in the energy sector. Its purpose is to formulate some theoretical and methodological issues that arise during the optimization of complex economic systems, to show the legitimacy of a one-sided passion for the development of mathematical models and to present a number of methodological recommendations.At present, cybernetic science justifiably comes to the formulation of complex dynamical systems as systems having a large number of parameters with nonlinear dependencies, consisting of a set of connected, interacting and developing elements that represent not a simple summation of them,but a special connection that gives the whole system a new quality. The goal of optimizing the development of the system, apparently, can be formulated as the transfer of the system to a state that, under given constraints, corresponds to the optimum of the objective function.

In the problem of optimization of complex developing economic systems, it is extremely important to study the nature and basic properties of these systems, as well as the conditions for creating their optimal mathematical models. The article is constructed in accordance with the author's specialty, in relation to economic systems characteristic of energy.
