- Abstract
- An attempt is made to justify the performance indicators of scientific activities. An approach to evaluating the effectiveness of scientific activities of scientists, scientific organizations, regions and countries is described. It is assumed that the qualitative and quantitative state of the layer of its leaders determines the level of efficiency of science. Using the Pareto principle and citation data, preliminary estimates of the number of Russian scientific leaders were made; it is shown that there are currently significantly fewer of them than one might expect. Some state policy measures are proposed to overcome this situation.
