Abstract
The article presents a review of the literature on international migration of highly qualified (VC) specialists. The analysis of this situation in the field of information technologies in Russia is given. It shows the main trends in this area, and how it is integrated into General practice. Theoretical perspectives, methodological approaches and models applied to the study of migration of VC specialists are discussed. It can be assumed that the interests of the sending and receiving countries contradict each other, and that the “brain gain” of one side is equal to the “brain drain” of the other. However, research by VC specialists shows that their migration can be attractive for both parties. Transnational practices that characterize migrants in the modern world make it possible to make the transition from brain drain to brain circulation.
