Abstract
It is impossible to improve the quality of education in principle without a significant increase in its funding and social guarantees. At the same time, the following measures are proposed: 1) de – bureaucratization-reduction of the number of indicators established for licensing, accreditation and control of educational organizations; reduction of reporting indicators; 2) democratization of education management – real election of rectors, heads of faculties, institutes, departments, assessment of the quality of teachers ' work, taking into account the opinion of students; 3) reform of the unified state exam in the direction of increasing creative tasks; 4) development of special qualimetric characteristics for assessing the quality of education.
