Abstract
The results of an empirical study of the readiness of University management models to participate in the modernization of higher education are presented. The evaluation criterion is the state of the social and communicative resource of management as the degree of consistency of social positions and communicative relations of significant decision-making participants. The conclusion is made about the problems of University management as one of the significant reasons for the "slow" implementation of higher education reforms.
