Abstract
In the article the author considers various definitions of the concept "voting”. The author has analyzed application of such resources of the electronic voting in Russia as the optical scan voting system (KOIB in Russia) and the complex for electronic voting (KEG in Russia). Considers merits of the optical scan voting system and the complex for electronic voting: fast and effective counting of votes, low costs of elections, increase of electoral activity of voters etc. This original research is the first to consider in detail the advantages of these complexes. The author draws a conclusion that voting is the most important way of expression of a voter’s will. The article concludes that there is a positive Russian experience of using electronic means of voting on elections.
